Ofcourse its sequel but many didn't like it as much as GoW 2018 and many say its more of a same game, looks exactly same in graphics and gameplay mechanics nd all. But i get what you saying. There are many examples where sequels are not much changed compared to their predecessors- Gears, Uncharted series and CoD another good examples.

GOW R is a full fledged game. How is it a DLC? By that logic Zelda TOTK is also a DLC. Halo games are also DLC, etc.
