All Bethesda games are on PSplus & this happened after acquisition. Same goes for Outer Worlds 1. There is no criteria as such but obviously not Day1. M$ is just like any other Publisher for Playstation now….when & if it makes sense financially…any & every game will come on PSplus.

Even 6 year old Sea of Theives not on plus or even discounted on PS store till now. Sea of Theives sold millions on PS5.

Gears Of War collection & Gears Of War E-Day & Probably next COD are the only M$ products I’ll buy Day-1 on PS5.
